In early America, most people knew how to make & repair moccasins. It was simply a necessity of everyday life, particularly if you traveled, since the soles would wear out quickly. In the South most of the tribes walked more than they rode, and average white & black people who owned store-bought shoes would not want to wear them out with everyday wear so they wore moccasins as well (the rich of course were a different case).
